Open Question: What does debugging a phone do?

My mom complained to Vonage today because whenever she calls Colombia, the call drops. The guy from Vonage said he had to debug our vonage device (phone box, I'm not sure what it's called that you have to connect the phone to. She didn't ask what that meant though and I don't know what it means either. When Vonage debugs, what does that mean exactly, was there somehow a virus there?
